Greetings, and congratulations on your newfound independence.

I wish to inquire as to the current state of Sichuan province, which has borne the brunt of radiological contamination following Texas’ offensive in the region. The fallout has created an environmental catastrophe that threatens to spread beyond the province if not contained, necessitating outside assistance in repairing or cleaning up the area. As a fledgling polity still embroiled in conflict with elements of the machine army, I simply ask that pan-solar and/or international organizations be permitted access to Sichuan province to provide extra relief on top of your leadership’s aid.

Also, what is the military situation in the area? Are elements of the machine army still deployed in and around the province, and if so what steps (if any) have you taken to rectify this? As you try and defend what is sovereignly yours, any outside assistance can alleviate other unnecessary burden(s) on your administration. Please consider our request; while we do not as of yet have official plans to help in Sichuan province, independent organizations (of a humanitarian and medical nature) have filed access requests with our travel agencies and any confirmation or denial of admittance will be necessary from your end. Do know that our thoughts are with you and the people of the Sichuan region.

Thank you for your concern.

The situation in Sichuan province is extremely unstable, with many people fleeing the chemical and radiological contamination and the Machine Army patrols on the prowl. We have issued orders to the armed forces to rendezvous with and escort any relief agencies that wish to provide aid. However, due to the chaotic circumstances we cannot guarantee complete safety.

To deal with the threat of the Machine Army, at the moment we are conducting search and destroy patrols and all units have orders to destroy the Machine Army on sight. We are also formulating a more focused campaign against them, and we would appreciate offers of orbital-based support, as our own space-based capabilities are somewhat lacking since splitting off from Pan-Asia.

We have sent similar messages to various other major governments, and we have notified a selection of international agencies that our armed forces are ready.

In light of recent actions by your government's forces in northern China, we rather think that the resources involved in your offer would be better spent rebuilding the city of Beijing. Many of us were shocked when the Union chose not to send troops in to take the city, but instead elected to bomb the Pan-Asian holdout into submission, despite having the place surrounded by Union forces. If you wish to pursue "greater interconnectivity and coordination between Earth's polities", we suggest you devote resources to post-war reconstruction in the city of Beijing and its environs.

In the meantime, our Extraterrestrial Development and Colonisation Agency (EDCA) has been working hard to develop our space and orbital capabilities in a peaceable fashion, exemplified in our colonising mission to Epsilon Eridani, which with the assistance of South American spaceframe engineers, has taught us much about orbital construction and transportation. Before beginning the Torchship Construction Phase of our program, it was necessary for us to develop our own heavy-lift launch capability, resulting in the Nova series of single-stage-to-orbit atomic transport rockets, illustrated above in a comparison image. The Republic of Texas wishes to offer an official public apology to the Democratic Republic of China and it's people, concerning recent events in the province of Sichuan. Given the fact that the Machine Army had fully secured the province of Sihcuan, we felt we had no choice but to attack them in the only way we could of at the time and that was via aerial bombardment. Whilst our bombing campaign was successful in destroying a significant chunk of the industrial capacity of the Machine Army, none of us can remain indifferent to the catastrophic effects of our own actions.

Therefore the Republic of Texas would like to offer the Democratic Republic of China the following:

1.) To fully decontaminate and clean up the entire province of Sichuan and all surrounding provinces that may have been affected by our aerial bombing campaign and the associated nuclear fallout.
2.) To offer full compensation to all Chinese citizens who have suffered or who have otherwise been affected by our aerial bombing campaign.
3.) To repair and rebuild all infrastructure and urban areas that were affected by our aerial bombing campaign.
4.) To rebuild the two nuclear fission plants and the one Induced Gamma Emission reactor that was destroyed by our aerial bombing campaign.

I hope that our offer is accepted and that despite recent events, our two countries can further develop our relations in the spirit of mutual friendship.

Being as the Watchmen are currently only focused on the creation of our space defense fleet and playing with our newly acquired toys from the wreckage of Pan-Asia, we ask if the Republic of Texas needs support in the funding of the new preservationist nations, such as the Afghani Republic, Bangladesh, and the Republic of China. The war may be over, but just as the Three Kingdoms of ancient China have done after they quelled the Yellow Turban Rebellion, alliances can fracture and alignments shift. We may have gotten a decent amount of allies in this long war, but we must be cautious of our...friends up north. It would be wise to quickly solidify the positions of our new friends before something nasty rears its big ugly head.

Please reply with who the Watchmen should fund and if you have any other concerns.

After completing the training regimen for space officers in the previous two weeks, I was cleared for my first mission in 2105 on board the repurposed PMC cruiser, the Cabinda. I won't be telling the truth if I try and say that the Congo Space Navy inspired pride in me. The shoddy state of the fleet was far behind the norm in other similarly sized countries, much less those of the Marispatrians and Asians. The entirety of our fleet was either made up of stolen cruisers taken from the occupying PMCs or aging ships bought from other countries. It was only after our purchases from other countries that we received our first battleships, the PMC ships of course being almost entirely small and only useful for ground support.

However, I was proud at being space at all. Considering the circumstances of my birth, born with my parents on the run without the luxuries or even the simplest needs like food or a clean place to live. Yet here I was over 30 years later in a space craft - and this was still with much of the Congo's potential untapped.

Comrade Lumumba declared in the 2105 Congress the Congo's intent to vastly increase its military capacities, notably the space navy. The Congolese ships, adapted from South American designs, were expected to launch by 2110.

Time was of the essence. While the Congo had a strong presence on land and an outdated yet formidable one at sea, space was the greatest vulnerability we had. This created the pretext early on for the government to take a greater role in directing the national economy and ensuring the space fleets got priority. This created the basis for the mostly computerized planned economy, but it enraged those who desired a more decentralized Congo where people could do as they needed without coercion from the state.

The Council of the Republic held space as a great importance to the Congo. NeoSocialism had been unable to expand any further after the events of the 21st century, much to our disappointment. However space was still an untamed frontier, possible to create a NeoSocialist society free from the problems of our earth. It was possible for us to create a society with a base in NeoSocialism and the superstructure that would reflect it, rather than the one in the Congo which was struggling to escape its past. Already on Earth at the time the Congo was tied up with escalating tensions with the Cameroon Pact over the stretch of land along the Congo River which was occupied by the old Republic of Congo. The government was also attempting to work with our comrades in the South African Accord, the sole other NeoSocialist nation in Africa, to apply pressure on the Malagasy Nanotopia.

The rebellion in the Cameroon-occupied Congo, started in 2101, was something that deeply concerned President Lumumba, and it gave the impression that he was detached from other affairs. This could not be further from the truth, as he had at the same time put a great deal of effort in strenghtening the ability of the Congo to project its power.

With the developing insurrection the Cameroon Pact, as well as the government's dismay towards the South African Accord for backing off on putting pressure on the Malagasy Nanotopia, we were not prepared to form a concrete response to the unprovoked invasion of Maat Mons colony on Venus by the Pan-Asian Federation in 2101. On top of this was the

The move naturally put a significant strain on Asian-Congolese trade ties, and along with intelligence operations showing Pan-Asian involvement in the Madvert infestation, the Congo began to move away from Pan-Asian trade agreements. It was in the midst of this that Lumumba declared the need to restore the moribund NeoSocialist International, so that comrades all around Earth and the colonies could unite and respond to aggression like what befell Maat Mons.

The other face of this was of course the Congo and other NeoSocialist powers could expand. In order to survive and avoid becoming irrelevant, this was a high priority. The Congolese Space Navy was one aspect of this and in the following years would be the fastest growing part of the Congolese military.

The Liberation of Maat Mons

I did not know that the Free Congo issue would take up so much of our time. It would be well over 10 years later until the Congolese Space Navy would be engaged in any combat. As my own luck and skill had it as I described in previous chapters, I would finally ascend to the position of Admiral in 2120 and given the command of the flagship Lumumba. The ship's name was named after both the Lumumba who played a pivotal role in the history of Africa in the 20th Century, and our President Malcolm Lumumba who was able to develop the Congo in his 15 years as President.

Around this time the Congo was beginning to hold exercises in how to organize large fleets of space craft. I was involved in organizing those that took place around the newly space elevator, a hypothetical scenario as to how to defend the structure from attack.

In 2122, the first Congress of the International was finally held in Buenos Aires. The original plan was to hold the meeting in 2115, but the issue with the Free Congo was tying up the PR Greater Congo who did not want to involve other NeoSocialist nations too deeply in it. Nor did they have any desire to anyways, considering the Cameroon Pact's frightful capabilities.

Among the Congress's many topics was the issue of Maat Mons, having been occupied for over 20 years by this point. The Pan-Asian behemoth had already become considerably more aggressive than it had been in previous decades, and its unilateral decision to terraform the planet was poorly received.

The Congress decided on putting political support behind the Committee to Free Maat Mons, but surprisingly it was only South America and Congo that agreed to provide any sort of military response. I had found this disheartening, especially from the space-based NeoSocialist polities who we viewed as our future and yet were content with living in their own bubbles and not concern themselves with the rest of the world.

In the weeks after the Congress I was involved in planning a liberation of Maat Mons with my South American counterpart, Admiral Latoya. South America had considerably more power in its space fleet, and it was agreed that they would be the spearhead of the fleet while we would closely coordinate our land forces.

It was a nervous occasion for both of us, having never actually conducted any sort of real space combat. We had anticipated an invasion by 2123 or 2124, but like everyone else we were surprised when Texas took the pretext of the Maat Mons occupation and Venusian terraforming to start a war with Pan-Asia, making landfall on Venus in 2123. Nor did we know that over 20 years later, that very same war would still be raging!

At any rate the Texans pre-empted the International and I believe greatly embarrassed us in the process. We moved up the time table for a full invasion in 2124, but the PRSA would have to start first without the Congo. Much to our embarrassment, we did not actually have any means to transport a ground force through space. So while the critical stages of combat were taking place in 2124 which the PRSA managed to be involved in, the Congo only came in at the end when Maat Mons and the Pan-Asian force itself was besieged. For my part, I had suggested that I lead a fleet to join the PRSA in orbit and aid it with space support, leaving behind a smaller force to escort the transports when they were completed. This was rejected by the Council out of fear that the absence of the space fleet would leave us vulnerable to Pan-Asian counter attack.

That final liberation of Maat Mons in April 2125 was a great accomplishment, though it was overshadowed by the Pan-Asian breakout where our fleet was devastated. The massive fleet from Earth managed to puncture through the combined lines of Texan, PR South America, and PR Greater Congo fleets somehow. The Congolese end of the blockade received the attack first and bore the brunt of the fury of the vastly superior battleships.

From the bridge onboard the Lumumba, I witnessed my first ship the Cabinda torn apart by the Pan-Asian fleet. It was uncomfortable for me to see this as I could do virtually nothing about it- even as I directed my ships to try and prevent the Cabinda from exploding to give time for the crew to evacuate, we were simply too tangled in individual combat from the ferocity of the Pan-Asian attack. Even the Lumumba took a direct hit to the bridge, severely crippling our ability to coordinate the defense.

The following two hours I was in a space suit on the damaged bridge trying to rally the ships. Of course the Lumumba had a secondary bridge where I could conduct the battle much more efficiently- indeed I had sent several officers there to do so. Remaining on the bridge was my way of ensuring the morale on the other, more dated ships would remain high, seeing that I would take the same risks they were taking despite the much more advanced ship I was in.

That brave ship, one of the Congo's first and my first assignment all those years ago, was completely destroyed with all hands lost when its reactor began to go out of control. The few escape pods that managed to leave the ship were caught in the explosion of the ship when the reactor went critical.

Our victory on Maat Mons was damaged by this attack, one that in my opinion we never adequately got a chance to pay Pan-Asia back for. My crew in the coming days would inform me of the magnitude of our losses- over 40% of the fleet- and I could tell by their own expressions that I would be the one to bear the punishment of this when the time came. How would have I reacted three years ago to hear that my first combat experience would also be my last?

The Provisional Government fully accepts the apology from the Republic of Texas. This government understands that the extraordinary circumstances left the Republic of Texas with little choice in this matter, with tragic results for all concerned, especially the inhabitants of Sichuan province.

Despite this, there is much anger here in the Democratic Republic and elsewhere in China over foreign intervention, with protests in many cities. The sooner that Texas delivers on its promises to aid in the clean-up, decontamination, reconstruction of affected areas, the compensation of affected DRC citizens, and the replacement of the lost plant, the sooner relations cn be repaired between our two polities.

When the Confederate States of America sent their colonising torchship to the Toliman system, the capacity to manufacture a Return vessel was included as part of the cargo. This was originally intended for emergencies which might have doomed the nascent colony, its compact and stripped-down design only capable of carrying colonists home crammed together in a hibernative state. The discovery of an intelligent alien species on the planet Ghellhonus, plus the successful establishment of a CSA colony on an unoccupied continent, has meant that the CSA colonists have repurposed the Return Vessel for cargo duty, now named the Freighter Pod. Having established trade relations with some of the natives of Ghellhonus, namely the various nations of the Tolimani, the colonists have loaded up what the CSA Board of Trade hopes are the first of many Freighter Pods to be arriving into the Solar system.It is believed that the Freighter Pod was loaded with many goods unique to Ghellhonus and thus of considerable value in the Solar system, with the result that the markets in North America have been very favourable to the Confederate States of America, even before the unloading of the Freighter Pod. Included in the 1000 or so metric tons of cargo are various alien herbs and spices, fruits and vegetables unknown to any palate on Earth, and a selection of drugs used medicinally and recreationally by the natives of Ghellhonus. Non-perishable cargo included objects such as weapons and armour, jewellery, maps and books, and sundry other crafted items including fabrics and textiles, ceramics, glassware, and objets d'art. A deep-freeze section totalling 250 tons of the total included various cuts of raw and prepared meat from animals native to Ghellhonus, as well as a selection of meals and desserts prepared by Tolimani chefs of high society. Finally a collection of seeds, cuttings and embryonic plants from the colony was also included in a bid to give CSA agricultural interests a unique edge in the markets.

The People's Republic of Greater Congo has begun establishing two more settlements on the terraformed planet following the completion of a previous settlement, coinciding with the RoboMarxist Colony's achievement of self sufficiency. However, this has been somewhat overshadowed by the unexpected expansion of the Sanctum, a technotheocratic polity which has been remarkably quiet up until recently. It appears that the recent expansion of the Warmachine has caused considerable consternation among the priesthood and their AI gods, with Cardinal Militant Joronda Ke'toyaah firing up congregations with the prospect of evil and heresy coming from the Warmachine being directed at the Sanctum.

The Artefact Research Society has announced that it will be starting a touring exhibition, the first year-long leg of which will involve their Megaship HQ stopping at major coastal cities all around the Americas, showcasing the very best of the Society's collection to date. Over the past 20 years the Artefact Research Society have acquired a great many unique objects recovered from superdeep borehole mines, archealogical digs on other worlds and ocean floor exploration. Aaron Peck, Chief Curator, said in a press conference "for nearly two decades now we have been amassing a collection without compare in the enitre Solar system. This includes various objects recovered from depths associated with the Chthonic civilisation, which is believed to have once settled on this planet billions of years ago, a range of items dating back to the height of the Elder Thing civilisation over a hundred million years ago, and also a motley assortment of more enigmatic items"

The Peoples' Republic of South America has announced further successes in their research into applications for the Higgs Boson, with practical uses being expected to arrive in ten years' time. Professor Vera Assunção of the University of Brasilia, a member of the team working at the research centre in Bolivia, said "We've reached the half-way point and it looks like we're well on schedule to achieve our research goals. Manipulation of the Huggs Boson in order to control mass has potentially revolutionary implications for many areas of technology". Professor Assunção was among five scientists on the team who over the last ten years have recieved the Platinum Star in Physics from the Institute for Cosmic Engineering.

EAA software virus threat neutralised

The software virus which has been plaguing the East African Alliance for the past couple of years or so now no longer presents a threat to computer systems in the polity, following the development and release of effective antiviral software by the PRGC and the Glorious Union of Vancouver in a joint effort. As a result, quarantine measures are now being lifted in the EAA and neighbouring territories, and life is returning to some semblance of normality.

The NeoSocialist government of the East African alliance has begun a new program of development, with a two-phase program beginning with infrastructural overhaul and ending with the formation of workers' councils, intended to be independent of the bureaucracy and with strong ties to the unions. While the Extropians have for the most part welcomed the changes, reservations have been expressed in some quarters over the possibility that they may be leveraged by the NeoSocialists in their rivalry with the Extropians. At a public meeting, a PALM spokesperson warned that continuing friction between the NeoSocialists and the Extropians risks losing all the gains made by both sides following the toppling of the Khartoum Confederation. "When we fight each other, the forces of capital gain strength from that, and in all cases will do their best to take advantage of weakness and division in an attempt to prop up their obsolete socioeconomic system" said Ekua Baako during her introductory speech. Meanwhile the Centrist Party have been engaged in further political campaigns, mainly focused on fighting accusations by the Extropians and NeoSocialists that they are off-world fifth columnists.

EURASIA-PACIFIC

Texas assaults Machine Army with bombing and invasion of north-east India

The Republic of Texas has conducted an enormous aerial assault on the region of Assam/Maghalaya/Nagaland/Manipur recently taken over by the Machine Army. 50 Ground Attack Craft and 50 Multi-Role Fighter-Bombers escorted by 100 Interceptor aircraft targeted various Machine Army anti-aircraft positions as well as major transport hubs. However, heavy losses were suffered by the Texan Air Force by the Machine Army's deployment of over 250 rocket-launched Umanned Combat Aerial Vehicles (UCAvs), capable of pulling maneuvers that would black out or kill an organic pilot. The first wave of 125 UCAVs launched and engaged with the incoming Texan Interceptor aircraft, in an attempt to draw them away from the bombers and ground attack aircraft they were escorting. When battle was joined, a second wave of 125 UCAVs was launched, and they began attacking the remaining Multi-Role Fighter-Bombers and Ground Attack Craft. Although the UCAVs came in high and fast, several Texan squadron commanders during the aerial battle were able to draw them closer to the ground, where EMP devices were being dropped on Machine Army ground positions, or otherwise make clever use of their EMP bombs, which prevented the engagement in the skies from being a total rout from a Texan point of view.

In spite of these setbacks, General Johnathan Frazier of the Texan Army decided to press ahead with his planned invasion, moving from Indochina across Burma with a force of 300 Power Armoured Infantry, 500 Battlesuit Infantry, 200 Main Battle Tanks, 200 Super Heavy Battle Tanks, 50 Field Artillery pieces and 50 units of Mobile Artillery. The area is now hotly contested, the mountainous and heavily froested terrain playing host to a great many small skirmishes as the opposing forces of Texas and the Machine Army continously attempt to outflank each other.

The Technocratic Union of Marispatria has displayed yet another overwhelming show of force in their offensive against the Machine Army in the Indian provinces of West Bengal, Jharkhand and Bihar. In a joint operation between the Union Navy and the Union Space Force, 50 Ballistic Missile Submarines and 100 Assault Ships targeted Machine Army positions and units. Despite the Assault Ships taking heavy losses due to the Machine Army use of anti-aircraft munitions with nuclear and IGE warheads, the Union was able to severely hobble Machine Army control of the territory, greatly loosening their control with the result that hundreds of thousands of refugees from Machine Army labour camps were able to escape, bringing word of the terrible atrocities inflicted by the tools of the Gang of Twelve.

Marispatria squeezes Machine Army with Nepal invasion

The Technocratic Union of Marispatria has tightened their strategic noose on the Machine Army of the Gang of Twelve, moving forces from northern India and Tibet into the mountainous territory in a two-pronged assault. The Union moved in from the west with reinforcements comprising 200 Battlesuits, 150 Super Heavy Battle Tanks and 100 Attack Helicopters, while they were supported by a simultaneous invasion from Tibet in the north with reinforcements of 200 Battlesuit Infantry, 100 Super Heavy Battle Tanks with air support provided by 150 Strategic Bombers. Despite the difficulty of fighting in the mountainous terrain, the Union forces were able to take advantage of the Machine Army's disarray in eastern India to prevent excessive casualties on their part, although the Gang of Twelve are showing no signs of giving up or surrendering.


International analysts warn of potential Indian war

A pan-Solar team of political relations analysts has warned that India risks becoming a warzone, as various interests compete intensely for the hearts and minds of the people of India. The Extropians promise advancement and modernity in a free society, while criticising the NeoMaoists for what they call the ideological dogmatism and rigid composition of their governmental and economic structures. The NeoMaoists have hit back, focusing on they call the "foreign and Eurocentric" nature of Extropianism and accusing them of idealism in opposition to the NeoMaoists' own materialism. In various leaflets and pamphlets distributed in the streets of India, the NeoMaoists emphasised that an Extropian India would be little more than a puppet state of the Technocratic Union of Marispatria, always under their influence and never being a free agent in it's own right. Commander Devdan Harshal of the Red Army of India delivered a whithering verbal offensive against Extropianism and the Union, saying "NeoMaoism is the only genuine liberation force in India, as well as being the only force that has fought and struggled on its own accord and through its own efforts. The Extropians are beholden to Marsipatria and rely on them for their very existence"

The mood in Indian cities is becoming increasingly tense, not helped at all by widespread concerns with the Machine Army as well as the situation in Afghanistan and Pakistan. In Chennai, a protest march by the Bio-Mechanical Solidarity Federation surrounded the local RAI headquarters. The alliance of mechanoids, cyborgs and baseline sympathisers held up signs and placards accusing the NeoMaoists of discriminating against synthetic persons despite official regulations to the contrary, resulting in a nervous stand-off lasting for most of the day.

Leaked reports from the Republic military indicate that the Caliphate forces are employing previously unseen tactics and equipment which have hampered the objectives of the Republic.

The Watchmen have told the Institute for Cosmic Engineeringo to leave Mars. The accuse our most august institution of bringing trouble to Mars, and they are fearful of the Red Planet's many treasures from its rich and fascinating past. Either that, or in a fit of envious acquisitiveness that goes against everything the ICE has been working for since its inception, the Watchmen wish to covet for themselves the discoveries we have made, which true to our purpose have been shared for the benefit of all.

My fear is that, whatever they wish to do with the secrets we have been probing, this demand that we vacate not just Syrtis Major but the entire planet presages more substantial actions by these Watchmen of Humanus. This must not be allowed to happen. If the Watchmen gain complete control of the Syrtis Major archaeological site, then they will either destroy or bury several lifetime's worth of work or perhaps worse still, jealously keep it to themselves for their own geopolitical aims. I know that there are some among us who are disdainful of power struggles, but it seems on this occasion we cannot afford to simply bury ourselves in our work, as in this case it means that will because they're dropping bombs on us.

So I would like to issue this call to arms. Myself and the Council have already met, and we have decided to officially refuse to move. We been turfed out once before already, and as a result much valuable work was lost. If we're serious about opening up the knowledge of the universe to all of mindkind, we need to make a stand in aid of it, against politicking and a reactionary fear of the unknown. Supporters and sympathisers that are already part of our network are on standby, but anyone who values freedom and knowledge is welcome to pitch in.

Does the Watchmen realise that their threats against the Syrtis Major Scientific Site could lead to the possibility of a war between yourselves and the Extropian nations? The Institute for Cosmic Engineering have made it quite clear that they will forcefully resist any incursion you may make into their territory. Given that the ICE is an Extropian institution with close links to the leading Extropian nations, any attack on the ICE will be seen as an attack against all Extropians. Such a situation can only lead to war. Texas is already stretched to full capacity in terms of our our combat capabilities and our war effort as our nation is wholly consumed in the war against Pan-Asia and the Machine Army.

While we knew that ICE had Extropian tendencies, we do not know how extensive their alliances with Extropians powers are. And if said allies are the Marispatrians, then we shall continue as planned. The Marispatrians are cultural imperialists bent on expanding their invisible grip on others, and it is inevitable that we should clash. If ICE was calling for help from MERC or the Cameroon Pact, who we have good relationships with, we would hesitate. But it only seems that the Marispatrian Imperialists are the ones that ICE are calling for help from.

We fear for our lives, Mr. President, and ICE is known for being aloof of its neighbors. If we asked them they would call us reactionary and simply continue its path of careless prodding.

In an office somewhere under Syrtis Major, a scientist and a mercenary were having a frank discussion.

Dangerous Jones, formerly Harold Jones, Ex-Citizen of Marispatria, and now owner and happily retired commander of Jones' Company, finished flipping through the folder before dropping it on the desk, spilling some of its contents. Summary reports and various maps and schematics slid across the surface.

"You people brought me out of my retirement in Martha's Vineyard for this?" he said wearily. "Now I'm not saying it can't be done. But the resources required to fully secure your facility against attack are somewhat beyond the full deployment capabilities of Jones' Company. You'd be better off asking one of the larger outfits, like Balthazar's Battalion or hell, you could see if the Ludorians are willing to lend you a brigade or two"

Georgina Penruth shook her head sadly "Of the hired guns we've approached so far, those that have replied have said no," She picked up a datapad and her tawny eyes scanned it quickly "The Ludorians are wary of getting involved. They won't come straight out with it, but our negotiation team reckons they are wary about giving the Preservationists reason to mob up and strengthen their ties"

"Then I'm afraid neither I nor my company can help you in this matter, and I bid you farewell" said Jones, reaching down to grab his rucksack from beside his chair. "I can give you a list of other outfits who may be able to help you," he continued, getting up from his chair, "but I won't risk my Company getting completely destroyed by the Watchmen. They're well-trained and fanatically dedicated, and if they intend to enforce their demand that the ICE leave Mars then there's no doubt that they will come in force, larger than my boys and girls can handle. If you ever have a smaller job don't hesitate to contact us"

As Jones turned to leave, Georgina stopped him with "What if we could guarantee a home field advantage for your Company and those working alongside them? And double your fee?"

Jones turned around slowly to face her. "Go on, I'm interested"

Georgina took a deep breath, before continuing "There are a number of items of interest which we held back from including in the dossier we sent you, in case communications between here and Earth were being monitored by the Watchmen. It's public knowledge that the dig site mainly consists of a concentric series of chambers, the technological relics within them becoming more advanced as one gets closer to the centre. The outer three-fourths of the complex have been open to the public for a number of years, however further in we have had to restrict access to supervised parties do to the increasingly advanced and therefore dangerous nature of the finds." As she said this she called up an interactive holo above her desk, a detailed three-dimensional outline of the buried complex, using a stylus to highlight the progression mentioned. In the centre of the floating schematic, Jones could see the chambers delineated there were in muted colours.

"The more central chambers are still in the process of initial clean-up and investigation, and are thus not open to the public yet. We were looking forward to holding a grand opening sometime within the next two years, but this threat from the Watchmen has screwed with all of our plans," The view of the holo zoomed in and the central portion of the schematic lit up and parts of it started flickering and pulsating.

"Active power sources?" asked Jones.

"Indeed, and if you look here, in Chamber Lambda-357-C, you may notice that the signatures of these power sources are patterned such that they may be of particular interest to your Company" said Georgina, motioning her stylus towards the volume in the holo for a closer view.

Jones furrowed his brow and took a few steps towards the desk, leaning on it with both hands and studying the displayed volume intently. There was what looked like dozens of miniature particle accelerators in there, each one no more than a metre long, including superstructure. What the hell were- and then it dawned on him.

"Those look like particle rifles. But am I reading these potential power output readings correctly? Because if I am then these things could cut a heavy battle tank in half with a single shot!"

"That's our guarantee," said Georgina, now smiling, "and we suspect there is more. We took one of those particle rifles you see there and tested it in one of our overflow tunnels. The way that shaft collapsed, we reckon they could also be used as digging tools for controlling the movements of the Watchmen forces, should they gain access to the underground artefact complex"

"What if they bring digging capabilities of their own?" Asked Jones, his mind now filling with nightmares of tunnel boring machines adapted as troop carriers.

"That's why we're letting you have access to our mining explosives and tunnelling charges. We reckon they could be used defensively, but working out the details of that is why we're hiring you"

"Got any shaped nuclear charges?" Asked Jones, pessimistic despite recent developments.

"We got about a dozen left over from when we were building this place, but since terraformation they've just been gathering dust. We might be able to fabricate a few more"

That was good news for Dangerous Jones. He suspected it was another one of those "interesting" jobs that he had spent the better part of 40 years pursuing, bringing him closer to death more times than he could be bothered to remember. There had been ooh, what felt like more than a few times when having a nuclear device or two would have been really handy, and now these eggheads were willing to hand over the detonator switches to over a dozen of them.

"OK, now I'm seriously considering this. But my acceptance of this job on behalf of the Company is conditional on your people providing an avenue for us to bug out, in case the Watchmen don't take no for an answer and insist on pressing the issue further than you can afford it"

"Consider it done," replied Georgina quickly, "I'll have our geologists and tunnelling engineers working on it," sliding another datapad on the desk towards her, she picked it and tapped out the orders, sending them off before putting the pad down again.

"I take it you still don't have any idea what kind of forces the Company could be facing if the Watchmen do attack?" Georgina shook her head.

"In that case, I'd better prepare for their entire armed forces to be arriving at the doorstep!" grumbled Jones, taking the proffered datapad before briskly heading out of the office.

"Half the agreed funds are being transferred, I believe that's standard procedure?" Georgina called out after the man as he walked out the door...

"Of course!"

It appears that you have not fully understood my initial warning nor do you appear to have any idea of what you are up against.

I have already been briefed by my intelligence agencies and they have informed me that the MERC will intervene against you in the event of you taking any action against the Syrtis Major Scientific Site and the ICE. The ICE have good relations with all the major Extropian countries. Should you act on your threat, the Watchmen will find themselves up against the entire Extropian alliance of nations.

On the question of Marispatria, do you really think that you can face off against them and still come out victorious? The military might of Marispatria is both substantial and impressive. Should you go to war against them, I can guarantee that such a war would end in your defeat and the Watchmen will be no more. Even if Marispatria was the only country to oppose you, do you honestly think you could withstand any attack that the Marispatrians may launch against you? Even the combined strength of Texas and the Watchmen is no match against the strength of Marispatria. The very future of the Presevationist cause is dependent on our careful management of the global and solar geo-political situation. Texas has no intention of taking a hostile stance against Marispatria and the wider Extropian alliance of nations until such a time when we have both the economic and military strength to do so.

Your current course of action will lead to an outcome that would be disastrous for your nation and the wider Preservationist cause and it is with this in mind that I urge you reconsider your approach and to reach an amicable agreement with the Syrtis Major Scientific Site and the ICE.

This appears unlikely now, and as we cannot tolerate further instability on Mars we are willing to take any steps necessary to see this crisis ended. The Watchmen of Humanus has decided that a direct confrontation would be most unwise, and cooler heads have prevailed. But do not think this is some invitation to simply do as you please. We are giving you a warning to become more active and responsible among the Martian Community.

We shall halt any actions against Sytris Major under these conditions:
1. If any incident within the excavation sites occur, DO NOT withhold information against your neighboring polities, us included.

2. In order to ensure that Condition 1 is upheld, an observer will be sent to make sure that all incidents are reported.

3. The Sytris Major site must report all technological findings to its Martian neighbors, Extropian, Neosocialist, Preservationist, or otherwise. This would show the Institute's standing on being above petty politics.

4. Again, we shall send observers to make sure that this condition is followed.

5. If your organization is to undertake a risky and extremely hazardous project that may have wide-spread consequences, it must be run through each of the nations and be decided by a 2/3 vote on what is to be done.

6. If for some chance some walking horror of evil (Ed. note: yes, the writers did actually put this in) comes spewing out from some ancient tomb ICE has been excavating, it will be ICE's upmost responsibility to help its neighbors against such a threat. We will hold ICE responsible to take part in the community it's in.
In return, not only will we, the Watchmen of Humanus, halt our actions, but in apology to our previous outburst we shall give the Institute of Cosmic Engineering virtually autonomous control to any ancient ruins and archaeological interests that our colonization attempts might unearth.

We may have been quite reckless in our interaction with the Institute, and it may be prudent to discover each other's intents before taking actions. Understand that our previous actions were based on the idea that you did not care about your surroundings and would unearth anything in the name of science, no matter what the consequences.

We have been following recent developments on the ground concerning the advances of the Caliphate with some alarm, and would like to inquire as to the state of your armed forces and Kabul's defenses (which are of utmost importance). Our Council has elected to conduct limited air and orbital strikes within areas held by the Caliphate, with the intention of weakening or - and we are hoping for this - liberating the occupied regions. This is conditional upon your leadership's approval, should you ask that Marispatria stay out of the conflict we will happily oblige. Our concern for your government's safety and security is rather great however, as we cannot guarantee that the Caliphate doesn't have foreign backing and support. The arrival of new arms and defensive units amongst the Preservationists has raised the suspicions of our intelligence, and we would not be surprised in the least to see one or more like-minded polities supplying them with advanced technologies. We will continue supplying and equipping your military for the time being, but if this does not help turn back the tide our involvement may become inevitable. Strikes are scheduled within the coming year; if you and the rest of the leadership would rather the Union remain out of the conflict please inform us as soon as is feasibly possible. Vanguard-0185 was walking down the hallway of the Foreign Affairs department, having finished a long report on the Robomarxist colony. The PR Greater Congo had spearheaded the effort, along with aid from the Glorious Union of Vancouver, and it seems to be paying off now. Much of the population originated from the Congo, and of that were mostly refugees cast out from Taiwan when it broke off from Pan-Asian control. The colony was expected to grow even further with the changes that are bound to occur in the ruins of Pan-Asia if they follow the lead of Taiwan.

For all his faults, Foreign Minister LeClerk’s prejudices only seemed to extend to transhumanists. He had no qualms with mechanoids- indeed it was because of LeClerk’s recommendation that the subdirectory for Robot Affairs was created. While technically an independent department, it was under the control of the foreign ministry as it was a tool to try and extend influence in the mechanoid populations.

LeClerk acknowledged that the NeoSocialist movement, despite the RoboMarxist uprisings in the past, was unable to compete with Extropians for the support of the oppressed mechanoids, particularly those in space. LeClerk viewed these mechanoids as the very embodiment of the worker liberation of NeoSocialism, and accordingly felt that they were an essential part of the revolution.

Though he was not constrained by the physical limits of Humans, Vanguard was definitely tired to say the least. Though Vancouver’s help in transplanting their experience with Robomarxism was valuable, the actual footwork and political wrangling was done by Congo. He was not one to boast, but much of the Robomarxist colonies affairs were handled directly through his office and it could be said that in a sense, he was the leader of the colony.

What to do now? His human compatriots would take time to eat, see family and friends, or just goof off in their own terminals. Vanguard never really felt the drive to do such things- there was simply no need. Vanguard had limited encounters with humans outside of work, prompting him to take on a male form for ease of communication with the humans. Yet he did take enjoyment in seeing how the humans in the foreign ministry, despite their inefficiencies and redundancies, could work in a unit. It was almost… machine like.

Vanguard, however, had something else in mind. He had received, as did many other members of the Congolese government, instructions how to act in the case of a biological attack distributed by the Committee for the Defense of the Revolution. The order was clearly written up very recently and distributed, and yet it was clear that it was not meant to be distributed beyond the upper echelons of the government. Its wording and structure indicated it was still in a draft form, but why he was sent for it, he could not tell. It didn’t help him at all that the message was forwarded to him and him only by Foreign Minister

As he approached the office of Foreign Minister LeClerk, he noticed General Olive Kalunda leaving the room. Curious, he fell in line next to her.

“Something you need, Vanguard?” asked Kalunda without looking over.

“No, I was just curious as to why you were leaving Comrade LeClerk’s office at such a late hour”

“Surely you are not insinuating a breach of conduct here on my part, are you Vanguard?”, said Kalunda.

“I was informed of my role in the event of a biological attack crippling the government’s human elements. I know that this document was compiled by Comrade LeClerk despite his attempts to hide it. I am also aware that he has collaborated with you extensively on the direction to be taken by the government.”

“I don’t know what you are talking about”, scoffed Kalunda.

“You don’t have to lie to me, Olive”, said Vanguard flashing bright colors on his eyes to indicate friendliness, “I helped you considerably when you needed help reasoning with the mechanoids in the invasion of the Khartoum Confederation. I covered for you from the inquiries of the Central Committee regarding your rather lax treatment of the mechanoids working with the Pan-African wreckers. I am on your side, I just don’t want to feel that Comrade LeClerk has any bad intentions for my people. Has he given any such indications in his talks with you?”

“Of course he has no bad intentions”, sighed Kalunda, “he is just concerned as to how this possible biological attack could be spread. To come so soon on the heels of this mechanoid virus, the timing seems too convenient to create chaos among the humans. The possibility of the cult taking advantage of the resentment between mechanoid and human populations is very real and we cannot discount the possibility”.

“What is it then that he is worried about?”, said Vanguard, “He has been talking with many people in the government and the CC who are not in the Committee for the Defense of the Revolution. I am not comforted either by the fact that no other mechanoid received this internal bulletin about Biological Preparedness“

“Comrade LeClerk is worried that we are not taking the threat seriously”, said Olive, “He has been leaning on different groups in the government to take their own steps in preparing for a threat. He forwarded it to you because he wanted you to see something absent from the document. Maybe you can pick that up without you telling me.”

<Retrieving analysis>

“I noticed it did not concern what mechanoids would do in such a situation”, said Vanguard, “It is more concerned with organics like humans and uplifts than mechanoids”

“Indeed”, said Kalunda nodding, “And Pierre does not like that one bit. He feels that the mechanoids could play an important role in the emergency response to the government, being immune to them. We have not detected that such a biological weapon has a corrosive element or some other way to harm mechanoids. LeClerk is of the mind that the CC should take the opportunity to incorporate mechanoids into our response plans. I have just shared with him that this biological threat may reach beyond the Congo.”

“And I presume this is where I fit in?”, asked Vanguard.

“Yes. You are the highest ranking mechanoid in the government, and a long serving functionary to boot. LeClerk hopes that you may be able to argue for this in the upcoming party congress.”

General Kalunda waved back in the direction of LeClerk’s office, stating “I believe LeClerk is finished with last transmissions. You should go see him”.

Union Space Force fleet scattered in battle for Daemon Wormhole

The Technocratic Union of Marispatria's bid to secure the wormhole to the Daemon system, which was taken over by the Pan-Asian Federation and later siezed by the Machine Army of the Gang of Twelve, has met with a major defeat. A Task Force of 150 Assault Ships, 45 Laser Frigates, 30 Gunships, 50 Cruisers, 30 Battleships, and 15 Planetary Assault Vehicles crossed a Machine Army sentry drone perimeter one Astronomical Unit from the wormhole with no casualties, crossing the Transit Horizon into the interior throat of the wormhole. Observers on the Sol side registered nothing untoward until a few hours later, when the remains of the Union Task Force re-emerged through the Solside Tranzsit Horizon.

Data sent back from observer probes was fragmentary, but can be pieced together. Warned by the Task Force's crossing of the sentry drone perimeter, the Pan-Asian holdings in the Daemon system, now under the control of the Gang of Twelve, had amassed a Machine Fleet on the Daemon side of the wormhole, which attacked the Task Force as soon as it emerged. Caught in open space and facing a well-prepared enemy in superior numbers, the Task Force was forced to fall back through the wormhole after taking roughly 60% casualties.


ICE Syrtis Major Site welcomes Watchmen observers

The Institute for Cosmic Engineering, following negotiations, has welcomed the arrival of observers from the Watchmen of Humanus. It is believed that the Watchmen are concerned over the potential implications of finds uncovered by the ICE's operations, and the observers will make sure that potentially dangerous operations do not go ahead without the approval of other Martian polities. Although the ICE has rejected any claims that their research presents any potential danger, they have elected to accept observers in a show of good faith.

Axis of Borelia to construct "laser spheres"

The Axis of Borelia has announced that they will be constructing a network of spherical defence stations orbiting Earth, to defend against threats from outside CisLunar space as well as to provide fire support to friendly units on the ground. It is believed that the Axis is still in the stage of pre-construction consultation phase with potential suppliers and contractors, with no unexpected problems and construction to commence within the year. These "Laser Spheres" are also expected to have secondary armaments to supplement their main firing array.


AFRICA

PRGC begins constructing third torchship mission

The Peoples' Republic of Greater Congo has begun the construction of their third torchship, which will undertake a mission to the moon of Starlight, orbiting the gas giant Demeter in the star system of Proxima Centauri. It is believed that one objective of this mission is to study in more detail the scattered light sources that can be seen on the nightside of the icy moon. It is speculated that the light sources are artificial in nature, although analysis has yielded inconclusive results.

Union push down Ganges valley

The Technocratic Union of Marispatria has been continuing their push down the Ganges valley, making their way into Machine Army-held territory in Bihar and northern Jharkhand. The Union forces deployed in northern India, along with reinforcements of 200 Battlesuits, 200 Power Armoured Infantry, 150 Attack Helicopters and 100 Spelf-Propelled Anti-Aircraft Guns, swept along the river, mopping up those Machine Army forces in the area still recovering from the Union's bombing campaign last year. Latest reports indicate that the Union forces have so far managed to liberate a number of Machine Army work camps along the way, reports that speak greatly of the atrocious conditions endured by the victims of the Machine Army.

The Technocratic Union of Marispatria have been conducting a number of bombing actions against the Caliphate in Afghanistan, targeting anti-orbital and aircraft units, supply lines, and conducting seek & strike missions against known Caliphate holdings and positions in the mountains, with a force of 150 assault ships and 75 strategic bombers. This has provided some much-needed relief for the Republican defenders of Kabul, and has also hampered Caliphate operations in the Collective of Pakistan.

The Green Liberation Front of India has moved beyond providing aid to refugees from Machine Army-controlled territory, and into providing them arms and equipment with which to strike back. In combination with the Technocratic Union's push further down the Ganges, this has placed the Machine Army in India in a very tight spot indeed. Operating in southern Jhakhand and parts of West Bengal, the Free People's Liberation Army have wrested control of at least two Robofacs and three work camps formerly under control of the Machine Army.

Nearly thirty years ago in 2119, Pierre LeClerk was the president of the Congo- the Republic of the Free Congo, that is- when he signed the law uniting the Free Congo with the People's Republic of the Greater Congo. LeClerk was a young man of thirty then, but since then has remained a figure in Congolese politics, especially after his appointment to the position of Foreign Minister 20 years ago in 2126. In the years that followed, LeClerk emerged at the forefront of the "Pan-Africa" movement within the party, even overshadowing the founder, Assemblyman Marcus Mwongera. Now a man of 64 years, Pierre LeClerk has become the president of the Congo.

President Morani Odinga indicated he would not stand for re-election from the chamber, following the creation of the new Assembly after their own elections for the next five years. Odinga indicated that he had been president since 2126 and that it was time for more involved members of the party to hold the position. Indeed, despite Comrade Odinga's reserved nature, he has set the record for the longest serving president of the Greater Congo so far.

Nearly every position on the Council of the Republic has been changed, with the exception of Chairman which Katumbi still retained despite a strong showing from other candidates in the party's Congress in May before the elections.

An Assemblyman, who wished to comment anonymously, indicated that he had voted against affirming LeClerk to the position as he fears he would overstep the boundaries of the presidency.

"All members of the Party are aware of the steps we took to weaken the power of the president", said our source, "After President Lumumba nearly driving the country to war with about every single one of our neighbors in adventurist endeavors that sullied the name of internationalism, it was necessary to more clearly define the powers of the President and the Chairman. I fear that LeClerk may attempt to break from that agreement"

Supporters and detractors of LeClerk both agree on one thing- he will not be content to have a position that has been seen as a harmless one for old, respected politicians. LeClerk himself jokingly stated that while he is old, and his respectability is questionable, that his role would not be confined to that of the old statesman looking nice for the camera. "No offense to Comrade Odinga", he added.

Even before he was formally sworn in, LeClerk's influence had already begun to be seen with the formation of the new Council of the Republic. A long time ally in the military, General Olive Kalunda, was appointed to the position of Defense Minister. More surprising was the appointment to the Foreign Ministry, the mechanoid Vanguard-0185, an unlikely ally of LeClerk. Vanguard-0185 would be the first mechanoid holding such a position in a human-dominated society like the PR Greater Congo. It remains to be seen though whether the rest of the Pan-African platform will see past their misgivings towards non-humans and moderate their views like LeClerk.
