The Flag of the Federation of Concord. Black represents space, red the sacrifices made for their independence from Earth, and gold the honor and honesty of the Concordian people. The Terran wolf represents their nigh-perfect adaptation to their new home (the Gray Wolf was one of the first animals to be successfully introduced onto Concord), as well as their ferocity in protecting it.

Major Worlds: Concord, Amity, Covenant (with the Sylvan Colonial Regency).

Concord, third planet of the G-class star Harlequin, is a slightly more massive world than Earth, with a 7% thicker atmosphere and 1.4% greater gravity. As a result, few adult Concordians are taller than 5’9” or under 170 lbs. thanks to greater muscle mass. The soil on Concord is extremely rich, and it was a first choice by Earth colonial authorities to be a “bread basket” world for further expansion toward the galactic rim. An abnormally high number of Terran flora and fauna species have been successfully introduced here, and the native life has also been cataloged and, in many cases, domesticated. Concord has six main continents - Gallia, Albion, Scotia, Eire, and Nippon, plus Stygia, the northern ice continent - and dozens of large islands and sub-continents. Major cities (more then 150m population) include Cotazura (from Cote d’Azure), Hiber City, Tokame, New Manchester, Oakshire, and Calgary. Primary industries are agriculture, computer programming, publishing, and textile manufacturing. More than 27% of Concord’s land area has has been developed for farmland and ranching, with 18% made up of urban or manufacturing centers. Concord has one moon, Watchtower, which is a major low-g manufacturing center as well as an ample source of helium-3 for Concord’s fusion power plants. There are two major orbital installations, these being Turner General Atomics’ Forge 01, the largest fusion reactor factory in the Federation, and Fairport Station, the space-side half of Concord’s main starport cluster on Nippon.

Amity is the largest moon of Voodoo, the sixth world of the smaller F-class star Argo Major. It is roughly 82% the mass of Earth, making it noticeably smaller, and its surface is entirely covered by a saltwater ocean, with a .5 kilometer-thick frozen surface. Amity is extremely volcanically active, and eruptions occur daily at the bottom of the ocean. The heat from these eruptions rarely reaches the surface, but it has kept the ocean warm for more than 700 million years, and allowed fairly complex marine life to evolve there. The Federation of Concord has five major domed cities (Gracekey, Sheigahara, Nautilus City, Verne, and Gaetenburgh) here, and more than a hundred smaller settlements. Major industries include aquaculture, heavy metal mining, gas refining (from the orbital mines around Voodoo) and tourism. Amity has a small, dense ring of ice orbiting it, bits of which occasionally rain down on the planet. Amity’s L5 point is also the gravitic anchor for the Lafayette Shipyard Cluster, the largest starship manufacturing center in the Federation, and one of the largest in the OAS.

Covenant is the fifth world of Harlequin. The Federation of Concord shares it with the Sylvan Colonial Regency. Covenant has a thick, warm CO2-heavy atmosphere, and is capable of supporting Sylvan life thanks to Terraforming efforts of the two nations that own it. During the colonization effort a series of underground rivers were discovered, allowing the colony to become self-sufficient and thus become an asset world to both the Federation and Regency. More than half of Covenant’s surface has been converted into farmland maintained by the Sylphs, which fed by underground irrigation from the river system, maintained by the Concordian humans. Most cities on Covenant have two levels, a surface populated by Sylphs, and a sub-city where the humans live. The two main cities are Quoroma/Nuva Toulouse, and Aphearia/Brookshire. Covenant is nearly tied with Concord for agricultural output, and is known for growing exceptional tea, tobacco, and a variety of luxury consumables favored by other races.

History:The Harlequin system was first visited by humans roughly four hundred years ago, as a survey flotilla from Earth came through the graveddy in solar orbit between between Pandemonium and Concord. After the survey determined that Concord would be excellent for colonization and would be a particularly good base for expansion further out to the Rim, three colonization ships were sent - one from Ireland, one a joint mission between Britain and France, and one from Japan. The colonization mandate originally to divide Concord evenly between the four nations, governed under Earth’s extraterrestrial territory laws. However, before the ships even reached their destination, the ETT legislation changed rapidly to favor the parent nations, forcing many colonies to not only pay extra taxes, but severely limited the colonies’ autonomy, prohibiting the production of certain essential goods so that only the parent nations on Earth could profit from them.

As any good history will tell you, this led to revolutions all across the human sphere of influences, as well as a multi-front civil war known today as the Terran Diaspora War. However, Concordia did not take part in the war directly - they had a much more unusual revolution.

At the same time that the Concordians where contemplating rebelling against their own homeworld, what would become the Sylvan Colonial Regency was also setting up a colony on the planet Covenant. Desperately low on supplies from their voyage from the core worlds, which had included having to fight their way through Dreynar territory, and sorely without allies in the outer arms, the rouge Sylphs sent out a plea for trade and support to any who would answer in all the arm languages they knew. Naturally, the Concordian colonists, who were quickly abandoning nationalistic attitudes and gearing up to resist the coming wave of Terran occupiers, were interested in taking the offer, but the Concordian diplomats were loathe to involve an alien race that seemed to mean nothing but goodwill in what would surely be a bloody conflict. They politely declined, stating that any help the Sylphs were to offer them would surely be seen as a hostile act by Terran authorities, and would likely lead to them becoming a player in the Diaspora Wars.

The Regency, which had spent the last twenty years fleeing from what they perceived as an oppressive, all-consuming empire that had done everything it could to wipe out what had once been Sylvan culture, replied with the diplomatic equivalent of “...oh really?”

When the Terran occupation force arrived through the graveddy, they found themselves staring down the barrel of three dozen well-armed, battle-scarred, and expertly-positioned capital ships from an alien race that Terrans had assumed were located somewhere deep in the core systems. Needless to say, with no idea as to the precise strength of the enemy force and extremely surprised to be meeting any resistance other than the naval equivalent of a crowd with pitchforks, they retreated back through the graveddy without a single short fired. Earth had other problems, which they had a better chance of dealing with, and while the loss of a bread basket world was a harsh blow, it was not worth a war against what they perceived to be a suddenly extremely expansionist core race. By the time the truth of the Sylvan Exodus came out, the Terran Diaspora War had ended, and Earth had neither the military or diplomatic power to retake Concord.

This was the beginning of the close alliance between the Federation of Concord and the Sylvan Colonial Regency. Shortly following the fleet encounter, Concord and Covenant set up several trade lines, helping the Sylphs to develop their struggling colonies, and similarly strengthening the Concordian military, just in case Earth tried to come back with a bigger force. This also established both planets as major trade centers, and polities from several systems away came to Harlequin System to exchange goods. This led to the establishment of several of the first interstellar exchange banks in the Sagittarius Arm, and most of them were based on Concord. When business needed to be done in the local systems, it was done on Concord, or at the very least it was done in Concordian banks. This also naturally led to many professional translator schools being founded on the planet, and Concord became a diplomatic center as well. Later, Concord would lead many other worlds into the OAS when the power bloc was formed, and with the Federation being one of the cornerstone polities.

The Federation of Concord was officially founded forty years after the official end of the Terran Diaspora War, when the first major Concordian colony was founded on Amity in the nearby Voodoo system. The Federation Charter was written and signed by more than fifty prominent citizens from Concord, Covenant, Amity, and the smaller mining colonies and orbital habitats, as well as by observers from the SRC and other nearby polities. Since that time, the Federation has gone through a steady evolution to become to nation it is today, including the formation of the Concordian Navy, the gradual formation of the lincord language, and the concepts of honor, prudence, and moderation emerging as the main virtues of Concordian citizens.

The first major conflict that the Federation became engaged in was with a loose alliance of hostile polities in the galactic rim, where Concord was attempting to set up trade partnerships. Code-named Jagged Sun (their own name was unknown and likely un-pronouncable), this alliance was holding several rim worlds to ancient trade pacts, and of enforcing crippling tariffs on worlds that broke them. While at first the Concordians chose to back off the Jagged Sun’s territory, as loathsome as they found their policies, the Jagged Sun claimed “ownership” over twenty systems and more than fifty graveddies, effectively blocking off the Concordians and their allies. Finding such a declaration absurd, as the relatively small Jagged Sun could not possibly have influence over such a wide area of space, they continued to send their trade vessels, under heavy escort, to the edge of Jagged Sun “territory.” The Federation also began secretly offering letters of marque to pirates fighting against the alliance, equipping them with better ships and advanced training, in the hopes that this would weaken Jagged Sun and encourage the worlds they held hostage to rebel. This was the beginning of the Privateer Wars.

Whether they actually had any colonies in those systems or not, Jagged Sun would not stand to have what they perceived as their holdings violated, and in a single stroke accused the Federation of hostile interventionism and sent their warships after the Concordian trade flotillas. Tens of billions of argents and more than seven thousand Concordian merchants and sailors were killed in the opening attacks. The Federation responded by declaring war on the Jagged Sun and sending in half the Concordian Navy. While inexperienced, the Federation had learned everything they could from their allies about space combat, and had formed theories of their own which the Concordian admirals were eager to try out. Though they did get their noses bloodied in the initial encounters with Jagged Sun fleets, the captains and computers of the Federation were gathering significant tactical experience and intelligence on their enemies. As the Jagged Sun became convinced that they had their enemies reeling on their heels, the Navy led a massive push toward the Jagged Sun’s administrative worlds. Completely unprepared for such a forceful assault, the alliance only managed to save two out of five worlds from invasion.

With Concordian Marines holding the local warlords and plutocrats hostage in their own palaces, the Federation was able to successfully sue for peace, ending the hostilities. To make matters worse for Jagged Sun, the Concordians invited more than a dozen local minor polities to the peace talks, and the Treaty of Pizhe’era effectively ended Jagged Sun domination. Jagged Sun has since continued to try and reinforce their dominance in the region, but between the newly-independent powers they once ruled over, the Concordian-paid-and-trained privateers frequently raiding their shipping lanes, and the spectre of another war with the Federation (now with many of their OAS allies likely to join them), they have been extremely cautious in their efforts to regain their lost glory.

Culture: For a revolutionary society with close ties to exotic and at times evangelical alien polities, Concordians, Amitians, and Covenanters are often described as being reserved, taciturn, or droll. They embody the term “stiff upper lip,” rarely giving in to impassioned or inappropriate emotion. This is not to say they are stuffy (though some might disagree), merely that they prefer not to fly off the handle, to handle situations with reason, caution, and clarity. A somewhat positive stereotype is that it is impossible to insult a Concordian in any way, except to insult Concord itself.

The five main cultures that originally founded Concord still show through in everything from fashion and architecture to dining etiquette. Concordian aesthetics favor dark colors with subtle accents, clean lines and gentle, gradual curves, and artful asymmetry. Their cuisine is rich, hearty, and salty, and is often paired with a fine beer or wine. Vests, peacoats and cravats are in fashion for men and women alike.

Education begins at the age of six, usually at a local government-run schoolhouse, where students take their primary schooling until the age of twelve. After this, most children are sent off for four years to a boarding school, where they focus on a particular subject or trade and learn to live on their own, though they are given frequent holidays to visit family. There are several major universities on Concord and Amity, and at last census 78% of Federation adults had received or were receiving at least a two-year college education. The Federation Navy maintains several schools specifically for the children of sailors and officers, and these are often used as early recruitment pools.

Concordians value both dedication and creativity, and while many of the more decadent arts popular in other polities have little to no presence, painters, musicians, and poets are highly respected in the Federation. All Federation Navy officers are required to be at least somewhat proficient in one classical musical instrument, likely an evolution of the Japanese requirement that Samurai master the arts of calligraphy and poetry, and unlike the ships of some other navies, Federation military starships always have a touch of homey art built into their design, with wood-paneled walls, natural lighting, and framed paintings in officers’ quarters. Each ship and Marine brigade are also assigned a dedicated composer, whose job is something between a combat journalist, celebrant bard, and military historian, and infantry armor, fighter drones, and weapons are all allowed certain decoration, as long as it is not deemed contra-survival.

Gender roles in the Federation are mostly equal, though it is still expected that a mother’s be the primary influence on her children rather than the father, the Navy is dominated by men, and women are encouraged to pursue artistic and social work rather than going into business or politics. Progressive elements have made some inroads in the last fifty years, and there are now three entirely-female Marine brigades serving the Federation Navy, and the CEO of Turner General Atomics, the third-largest company in the Federation, is run by Claudia Yuriko Turner, daughter of founder Montgomery Hazuka Turner.

Language: While there are more than two dozen commonly languages spoken in the Federation, the official language is la lingo cordiale, often shortened to lincord, a mixture of english and french with noticeable slang influences from japanese and various european and languages. It has been spoken on Concord for three hundred years, and is considered to be an integral part of Federation culture.

Government: (on the way)

Economy: The Federation’s unit of currency is the Concordian argent, and is symbolized by an “Æ.” E.g., one hundred argents and ninety-nine cents would be written as Æ100.99. The argent is one of the stronger human currencies, and is used as an exchange unit in many systems near the Harlequin and Voodoo systems.

Trade: The Federation makes most of their export income from agriculture, textiles, starship component manufacturing, and luxury food and drink. They do most of their business with other non-human powers, and their greatest trade ally is the Sylvan Colonial Regency. Unlike many OAS member nations, they are not averse to trading with members of other power blocs, though their dealings with the ORC is the direct result of the Privateer Wars which still rage to this day. They do little to no trading with Earth, aside from the occasional banking exchange.

Military: The Federation Navy is not the largest military force of all the human polities, but it is arguably one of the best-trained and experienced, as well as possessing superior ships and weapons developed entirely in their own fleet yards. Concordians take great pride in the fact that they have never had to rely on foreign products to fill out their military. The Navy has roughly fifty capital ships total, including Manticore-class Battleships, Tengu-class Cruisers, Cyclopes-class Destroyers, Basilisk-class Frigates and Hydra-class Scout Carriers, as well as a proportionate amount of corvettes and fighter drones, including the Centaur multi-role corvette, the Martlet troopship, the Medusa bomber, and the Wyvern raider. Naval combat doctrine consists of arranging the heavy-hitting Tengus and Manticores deep within a protective shell of Basilisks, whose job is to act as a missile screen and ECM field generator, with Centaurs moving ahead as fighter control ships, sending Wyverns and Medusas against the enemy fleet to weaken defenses and widen gaps for the Manticores and Tengus to exploit. Cyclopes and Hydras form the outer wings of a fleet, scouting ahead and watching the flanks.

Technically, the Federation of Concord does not have a standing army, preferring to rely on the many brigades of Federation Marine Corps for any ground operations that might be necessary. The Federation does not want to maintain any occupational forces, holding to the philosophy that any ground conflict that will last more than a year probably isn’t worth it to the invader, and would prefer to employ siege tactics rather than try and hold an entire planet. Ground tactics center around highly-mobile, self-sufficient armored infantry platoons (dubbed “wolf packs”) and heavily-armed commando squads supported by orbital or ground artillery and aerial gunships and transports. The Marines do have a few tank divisions, but these are only dropped in if a position simply needs to be pounded into submission - they would prefer to capture an area rather than level it. The closest the Federation comes to a standing army would be the three Home Guard battalions, one stationed on each major world in the Federation, whose specific task is to guard them against invasion - though technically Marines, many never set foot on a starship.

The Naval Special Intelligence Brigades serve as the Federation’s special forces, and includes five specially-modified Cyclopes-class Destroyers, four elite Marine brigades, the Federation Commandos, and the Offices of Espionage and Surveillance.

I actually really dig the detail put into the physical descriptions of the Concordian worlds, but I find the idea of them being the breadbasket of OAS the most intriguing part. Since my group (I guess) is falling onto the C-WEB side, the Conglomerate would have to draw interesting counterpoints to Concordian society, what with similar economies. If you do mean to fill out the article, I'd actually be interested in their design philosophy (perhaps this branches into the fundamental differences between the C-WEB and OAS militaries).

Wyvern-class Raider

Computer-piloted, 1 ComCor (Command and Coordination) officer for every six-fighter flight. Primarily armed with a central coilgun for attacking other fighters or “soft” targets such as freighters and troop carriers, but also armed with eight missile tubes which can be loaded with cluster, super high explosive, anti-subsystem, or nuclear warheads. Powered by a central fusion reactor and equipped with a fusion torch for long-range movement, and maneuvering thrusters for short-range. Variants include long-range reconnaissance, comm-courier, and short-range point-defense. 16 m length.

Medusa-class Heavy Bomber

Computer-piloted, 1 ComCor for every two bombers. Dedicated anti-capital SPAM (Saturated Projectile Attack Maneuver) bomber, with twenty missile tubes, usually loaded with anti-subsystem or nuclear warheads. Powered by a central fusion reactor and equipped with a fusion torch for long-range movement, and maneuvering thrusters for short-range. One variant replaces the missiles for a particle cannon, but this is a rare design because the power requirements are so great that an entirely new, larger reactor must be fitted. 28 m length.

Centaur-class Corvette

1 pilot, 1 co-pilot, 1 navigator, 1 gunner, various mission personnel (6 for ComCor, room for up to eighteen transported personnel, or eight medical personnel plus infirmary space for up to six patients). Can be used as a ComCor platform for fighter drones, missile SPAM (forty missile tubes, mission-specific warheads), short-range point defense (four laser arrays), forward psikinetic platform, VIP transport, long-range reconnaissance, ECM, long-range comm relay, and CSAR and medical support for recaptured lifeboats. Always armed with a single coilgun turret for defense. Powered by a central fusion reactor and equipped with two fusion torches for long-range movement, and maneuvering thrusters for short-range. 30 m length.

Martlet-class Troopship

1 pilot, 1 co-pilot/gunner, holds forty armored infantry or two light vehicles and crew. Built to withstand high-speed re-entry and capable of atmospheric flight after the deployment of atmojets and control surfaces. Armed with two cluster missile pods, one configured for AA the other for AG. Can be re-armed and re-fueled by ground forces to remain on-station as transport and gunship support, and can return to space with the use of scramjet boosters. Only equipped with maneuvering thrusters, powered by fuel cells. 43 m length.

Hydra-class Scout Carrier

24 officers, 80 sailors, two companies of marines. Room for up to 40 Wyverns or Medusas and up to 8 Centaurs or Martlets. Meant to operate independently or on the outskirts of a fleet as either a forward recon force or to monitor the flank. Usually accompanied by a Cyclopes. Armed with 20 missile tubes with magazines for 140 various warheads, 6 mid-range laser arrays, and a single anti-capship coilgun turret. Often used as mobile command centers for marine operations on orbital habitats or minor worlds. Powered by dual fusion reactors, equipped with two fusion torches, and capable of Orion-II propulsions (nuclear fusion pulse) for rapid acceleration. 240 m length.

Basilisk-class Frigate

42 officers, 110 sailors, one company of marines. Primary roles are point defense for the rest of the fleet and electronic warfare. Rarely seen alone - most fleets maintain 8-12 Basilisks. Other roles include medical support for ships whose facilities are overloaded, comm relay, and diplomatic escort. Armed with 30 mid-range laser arrays, 10 short-range laser arrays, 20 missile tubes with magazines for 180 (typically) cluster warheads, and two coilgun turrets. Powered by dual fusion reactors, equipped with two fusion torches, maneuvering thrusters, and capable of Orion-II propulsion (nuclear fusion pulse) for rapid acceleration. 400 m length.

Cyclopes-class Destroyer

36 officers, 100 sailors, three companies of marines. Room for up to 10 Centaurs or Martlets. Primary roles are scout carrier escort and hunter-killer operations. Armed with two long-range particle cannons, 10 mid-range laser arrays, and 40 missile tubes with magazines for 600 warheads (usually SHE or nuclear). Some variants replace the particle cannons for 4 coilgun turrets to save power and make space for more missiles. Powered by quad fusion reactors, equipped with four fusion torches, maneuvering thrusters, and capable of Orion-II propulsion. 610 m length.

Tengu-class Cruiser

50 officers, 200 sailors, five companies of marines. Room for up to 100 Wyverns or Medusas and up to 20 Centaurs or Martlets. Can be used as heavy carrier and missile SPAM as part of the inner core of the fleet, escort for soft or civilian ships, and invasion-scale landing operations on planets or orbital installations. Armed with 20 mid-range laser arrays, 40 missile tubes with magazines for 500 various warheads, and 8 coilgun turrets. Powered by quad fusion reactors, equipped with four fusion torches, maneuvering thrusters, and capable of Orion-II propulsion. 700 m length.

Hippogryph-class Advanced Cruiser

62 officers, 190 sailors, one company of marines Room for up to 40 Wyverns or Medusas and up to 8 Centaurs or Martlets. Primarily a technology testbed for the moment, and is rarely seen on the front lines, though future ships are meant to act as smaller task force flagships and extreme long-range anticap duties. The NSIB has put in a request for two of these vessels for their own use. Armed with 40 mid-range laser arrays, 20 long-range laser arrays, 10 missile tubes with magazines for 200 various warheads (usually cluster), and 6 particle cannons. Powered by mat/antimat reactor, equipped with dual SEPiA (Super-Energetic Particle Accelerator) drives and maneuvering thrusters. 640 m length.

Manticore-class Battleship

62 officers, 240 sailors, two companies of marines. Almost purely used as heavy fleet element and flagship. Armed with 12 coilgun turrets, 10 mid-range laser arrays, 4 particle cannons, and 40 missile tubes with magazines for 200 various warheads (usually nuclear). Powered by quad fusion reactors, equipped with four fusion torches, maneuvering thrusters, and capable of Orion-II propulsion. 1.2 km length.

I find it interesting that Concord lacks any sort of standing army. It reminds me a lot of the attitude the Framers had when writing up the Articles of Confederation (which fits naturally with Concords experiences). How much territory does Concord control anyways?

I've been considering that, and the way I feel like I'm heading is that they only really hold three systems (Harlequin, Argo Major, and one other I haven't named yet), but these systems are particularly well-developed, with each one probably at the level of energy production and industrial output that most other polities reserve only for their home systems. The Federation doesn't really want to expand out too far - they'd rather do the best they can with what they already have, fitting with their reserved, cautious cultural nature.

Of course, most of the worlds they own are not colonies in the sense that they are population centers - most are just glorified mining worlds, listening posts, and mostly-automated production centers. The three planets and the orbital habitats are where 95% of the civilian population lives.

Alright guys, LOTSA updates. I've added the ranking system for the Navy and the Marines, put up art for the Wyvern, Basilisk, and Cyclopes, and added the Hippogryph Advanced Cruisers after reading Destructionator's treatise on antimat reactors. Next plan is to write up the Marine gear and vehicles, and then I'll be concentrating on getting art for all these things up.

By the by, if anyone wants to commission me to do some art of their ships, flag or insignia, or race, I'd love to and can certainly use the work - I don't have any strictly drawing classes this quarter, and I want to keep up my practice. So send me a PM and I'll get right on it!

So the Federation is a small nation with a lot of projection power, is that about the size of it? What exactly is the situation with these Jagged Sun guys? I get the impression they were squatting on trade routes that the Concordians wanted to go through, but nowadays the Concordians have imposed some uncomfortable terms on them to make them play the kind of ball the Federation wants them to play. Would the whole Saggitarius Trade Corridor area be a rather conflicted zone by now?

Well, Jagged Sun is still around, but rather than a legitimate polity they are now more of a smuggling/pirate cartel which just happens to own a few planets. The Federation is not officially at war with them, but the area JS used to control is pretty much Space Pirate Central as far as the SagiArmCorr is concerned. The Navy and even the Marines get plenty of practice fighting these dudes and their affiliates.
