A Crash Course in Earthling History
The End
Earth, the birth place of humanity and a world seeded long ago by the Tyxan bioengineers as future livestock, developed spaceflight around the 1950s. They began launching probes out into the edges of the Solar System to convey data, but that data was hampered by the Tyxan biojammers placed on Pluto and the humans for a very long time thought they were alone in a mostly silent galaxy. But despite this the humans quickly developed better spaceships and the beginnings of space colonies in order to begin inhabiting their neighboring planets. A third World War quickly broke out over the rights of the orbiting bodies and while not as bloody as either the First or Second World War, was much more economically damaging. The wounded nations decided that it would be better if they all combined their skills and resources together for the betterment of mankind. Under the name System Defense Coalition the humans began building space stations and colonizing the Moon and Mars. In a few more decades a good chunk of the population were on colonies in all the planets up to Saturn or space stations orbiting them. The next step was to colonize the remaining moons and planetoids, and aside from a few environmental and human issues, it was going splendid...
...Until the first humans landed on the planetoid Pluto, finding their probes and sensors tampered and hijacked by bulbous grey organics with tendrils melded into the electronics. These things were discovered to have a bizarre wave length that would cause radio frequencies to change artificially. Excited by the prospect of having first contact with an alien life form, the explorers foolishly tried to passively move it by taking the ground under the pulsing fleshy things. The things, realizing they were being tampered with and checking its genetic commands, committed suicide and ended their widespread jamming, revealing to the humans that the Milky Way was in fact not empty. It was fucking loud. And to make matters more interesting, the biodevices on Pluto were not only distorting human sensors and probes outward, but also camouflaged human activity from the greater galaxy. The SDC began developing weapons once they realized how populous the galaxy was, but it wasn't enough. The Tyxans, their seeders who closely watched their flocks, sent the nearest Colony to put down the young humans and send them back to a pre-industrial age for further genetic maturation. All attempts by the SDC to open communications were met with demands of a drastic dismantling of human civilization in replace of a Tyxan-controlled biotopia. Realizing what that would entail for their future generations, the SDC staunchly refused and stood their grounds with prototype battleships and refurbished freighters. When the large and vine-like Tyxan JumpRing appeared in front of Pluto, the humans fought bravely, taking three Tyxan ships for every one they lost.
But alas, the improvised military fleet the humans created was not enough to push back an ancient race that have already partook in a thousand campaigns before humanity even learned to make fire. Planet by planet humanity began to fall, the survivors pushed back, the dead and captured used for horrendous experiments that turned against their former species. After a decade of loss after tragic loss humanity was pushed back into the developed planets of Mars and Earth. There, the Battle of the Twilight, in which the remnants of the SDC fought valiantly to hold off the Tyxan Expeditionary Fleet for underground and secret bases to be manned by those with vital skills or were lucky/rich enough to get a spot for them and their families. As the last destroyer fell under the maw of some horrifying space squid, the Tyxans began bombing Earth with a myriad of pollutants, mutagens, and viruses as well as land Abduction Pods to kidnap and harvest many of the poor survivors. But even then the remnants of the military and law enforcement fought back as much as they could in series of guerrilla , even if they were protecting only one refugee. The Tyxans, both content of their victorious plunder and not wanting to potentially jeopardize their winning streak, considered this a good enough warning to humanity about who was in charge and left. Humanity, while free from the threat of Tyxans, were left to fend for themselves in a ruined and hostile planet.

The next two Centuries were known in history as the Dark Centuries, in which the survivors fought a bitter battle of survival, resorting to brute force and drastic measures just to barely get by. The viruses mutated Earth's ecosystems and some of those lifeforms weren't so docile. Very soon wars began to be waged between the various SDC-created dome habitats and bunkers and the unlucky survivors left out in the open. Power shifted from those with a impressive firepower but finite numbers to those with primitive weapons but a more sizable force. Many of the SDC emergency settlements began to fall under feral raiders or infighting. Those hi-tech areas that did survive had to by harsh and ruthless means, almost becoming as horrifying as the gangs and tribes they fought. Skirmishes for leftover technology and scarce resources were common, and having a few more rounds over your neighbor meant life or death in this new era. Peace was an exception, not the norm.
But soon the daily struggle for life and power began to fade away as various power blocs and tribes filled the power vacuums all over the world. Scant farms began growing more food for their settlements and technology was inching towards a stable industrial zone of crude workshops and bolt action rifles. Wars still occurred, but it began having a veneer of society and laws rather than spontaneous brawls of ragtag gangs. New societies, based on both the present situation and a glorified past, began to emerge. Warrior cultures, feudalism, fanaticism, and other such archaic elements began to resurface in various parts of the world as ways to cope with the hostile world they faced.

Upon emerging the reptilian race found lots of dead ships (both metaphorically and in the case of the Tyxans, literally) and began scavenging with reckless abandon. With each planet they passed the Vgar-Ki found better equipment and junk. Bypassing a faraway Mars in favor of a more biodiverse Earth, the Vgar-Ki landed in the idea that there were no inhabitants left, or at least none that would pose a threat. The humans, the memory of monstrous creatures from beyond the stars that destroyed their once wondrous civilization still scarred into their psyche, quickly began fighting for what they considered their materials. With a majority of their fleet destroyed by archaic orbital systems or stranded in Africa, the Vgar-Ki quickly began adapting to humanity and fought back. While wars increased between the humans and these new extraterrestrial trespassers, trade also began flourish as various tribes and kingdoms gave the Vgar-Ki food and materials in return for better technology and knowledge. After a few more decades the lizards became just another part of the Earth during the Dark Century.
The Aeiou, originally too busy conquering and terraforming a Tyxan system to notice much of anything else, finally looked up to realize their Vgar-Ki allies went through the JumpRing before the proper safety procedures were activated. The Aeiou were also curious what type of race would cause a drop in a Tyxan Colony's military strength low enough for a small Gloguk fleet to capture it easily, and they could get little from the few Tyxan prisoners they captured, so the frail aliens went in as well. Batting away pesky Vgar-Ki space colonies that commandeered the former human structures for their own use, the Aeiou scouts found a shattered and dying humanity fighting against and alongside a usually more technologically superior Vgar-Ki. Realizing that this seeded and engineered race was something special, the Aeiou began drawing up plans on how to get the humans into the Gloguk fold. They wanted to also bring Mars under their control but the Steel Scions of Canoipus Mu quickly claimed the humans there. Analyzing the cultures of the race's past and comparing it to their present, the Aeiou began influencing various warlords and groups via weapon caches and knowledge medias that are disguised as ancient human-made equipment just waiting to be found. Vgar-Ki traders suddenly began having better goods like heavy weaponry and miraculous medicine. A few humans wonder why such things are suddenly appearing in greater numbers now and why it is usually followed by sermons against the Tyxans, but even fewer cared.
This deceitful puppet game came to an end when the beginnings of the Western African Coalition launched their first rocket into orbit and found flying saucers in Earth's orbit. Unlike the Tyxans though, the Aeiou revealed themselves and began opening negotiations and trade with various human governments, even going so far as to drop heavy ordnance on those they view were hampering their plans. Soon Aeiou-guided polities with Aeiou-backed gear began merging and forming into nations that are friendly to Aeiou and Gloguk intentions. The only exception was the Earth Defense Coalition in most of Oceania, who was more busy consolidating their power and maintaining independence than have a face off against another alien force.
The Special Administrative Districts
The Aeiou began dividing up Earth into geopolitical lines for easier administrative purposes, deciding that humanity had too much potential to be wasted in putting all their eggs into one basket, or more accurately, in one unifying government. The Aeiou carved Earthlings into Special Administrative Districts (SAD) that gave each District a distinct cultural and societal feel. This allowed each district to shine in their specialized aspect, but also keep most SADs distrustful of each other, preventing the recreation of a human federation that existed before the Dark Centuries. In the Aeiou mind it isn't because they don't want humans to be powerful, quite the contrary, but like in investments one should diversify what they invest. Each SAD can give the Gloguk human manpower that excels at a different job than the others, and most human military units' roles are determined by which SAD they come from.
The North American SAD is a Jack of All Trades when it comes to ground combat and business, South America have specialized anti-Tyxan units who are already veterans at fighting hostile organisms and have access to amazing medicine and chemicals, Europe is known for its heavy industry, the various Russian Republics can field massive armies and secret projects, China is dedicated to being over-the-top and killing Greeg Dominants instead of Tyxans, the Asian SAD is extremely advanced and can easily field robotic Martial Art masters, the diverse African nations has the biggest and best spacefleets on Earth, and the Holy Land SAD is considered a sacred region of Earth and for the most part limited to low-intensity conflicts so that pilgrim casualties are low.

What I liked best was how the Vgar-Ki became just another crazy element on Dark Century planet Earth.
What feels a bit off though is how many different cultures you've packed into Europe. Europe is not that big, dude. You can drive from one end to the other in less than a day. Now granted in this post alien floral mutoidification stage the autobahns may not be in the best of shape but it'd be really peculiar for Southern Europe to be a hub of interstellar trade when Eastern Europe, literally only a few hundred KM the other way, is described as a joke. That's like a few minutes travel for something coming from orbit.
Maybe spread these differences out over a bigger area? Like, Asia has extremely advanced robotics and if the trade hub is around the Mediterranean then maybe Central Asia is still an infesterized Red Zone full of mutated flora and fauna and primitive survivors, but there's MagLevs running through Central Asia on giant arches... Or something.

You have a good point about size. I'll consolidate the Special Administrative Districts a bit more. Flagship: The large, 1.5 km battleship Thumper with its lines of missile arrays and orbital bombards, great for planetside support.
Things to note:
Cloning/Uploading: Due to the reduced population from the Tyxan invasion and the violent Dark Centuries following, cloning and uploading are quite common to increase the human population to galactic-warfare capable levels. While the technology is there, the Aeiou allows each country to choose how to approach this topic in political/social/cultural lines.
Economic Focus: While all countries have diverse economies with many regional resources, the Aeiou take note and groom the element that is most prevalent and could be beneficial for supplying an Earthling army in a Galactic Conquest.
Military Focus: What the nation could provide to the Gloguk if the Aeiou calls for a Galactic Conquest that demands the cooperation of all Earthling SADs. While all nations have a diverse range of MOs, there are certain units and elements that define the country's martial capability, and it is this that the Aeiou tries to focus when helping that country develop its military or militaries.
The Free States of America
Cowboys with cannons face off with Peyote powered shamans over financial sectors of the Wild West. Lumbermen of the Northwest face off against Vgar-Ki timber gangs, new train tracks are being raised for better infrastructure in a chaotic land, Star Marshals track down criminals across the world and beyond, and California is on the verge of a Tech Rush. Horrifying Dark Century experiments still lurk in ghost towns and abandoned mine shafts, guarding lost treasure for the bold and reckless to try and take. Adventure awaits in the Free States of America.
The American Federation
The Titans of Industry in Chicago and Neo York watch on from their deco noir towers and floating yachts, the priests of the Religion of Goods protected by air mercenaries and preach their sermons to their flocks by television with promises of looking cool, attracting hot women and men, and being the best if only they bought their goods. Streets are filled with secrets and scandals, all ready for clever Private Eyes to uncover for a price and the line between a representative democratic government and privatization is blurred at best. The Rain and Profit never stops in the American Federation.
The Nuclear Provinces of Canada
The wonders of nuclear energy is unlocked by a nation now placed in the forefront of fighting the memories of ages past. Tyxan tampered prehistoric creatures face off against the Radiant Mounties; Vgar Ki nationalists face off with Newfoundlander militias armed with Depleted Uranium bullets over Fission Reactors. Border wars between tactical nuke-equipped border police and bandits from the Free States of America are common occurances, one trigger hair away from turning parts of Idaho and North Dakota into radioactive ashes. The life in the Nuclear Provinces of Canada can be energetic!
The Republic of Nunavut
The mostly rich Inuits continue their life in a mostly empty land. The domed city of Iqaluit serves as one of the few urban centers, a window for the rest of the world to see inside this patient land. The Commissioner and his committee of elders face crisis after crisis with thoughtful debate and liberal use of ancient Rotary Cannons left from old Canadian air force bases. Government agents face off against nefarious Tyxan worshiping cults hiding inside the slowly melting glaciers and snow-covered regions. In the Republic of Nunavut, the scariest things come from out the snow.
Republics of Alaska
Landlords fight each other with Russian mercenaries and Asian weapons over good living space. Free Citizens, reluctant to give away their sovereignty to another government, go to church and social functions with rocket launchers and armored vehicles. Here ambitious politicians murder each other to consolidate their voting base and Eskimo Snow Warriors fight in gun-mounted snowmobiles in order to protect their fragile communities and ecosystem from those that would love to add them to a voting demographic. Here in the Republics of Alaska, life is both precious and cheap.
Greenland Sea Cities
Mutated creatures from the deep prey on fishing communities with frequency, and local police are equipped with naval frigates and attack submarines. Rats, I think I mentioned it at one point, but my computer crashed and I forgot to add that part into the economics. Basically, mutations caused a good percentage of trees to become a really durable specimen that almost enters the realm of metals. Cutting and processing them can be a very tough task, but they sell pretty well in the art market, with a line of Kalashnikovs and Mosin Nagants also being made whose handles and stocks is made from this material for extra indestructibility. Because of the price, many groups have competed for areas that are filled with these hardy mutant trees and fight over them at times. This is where the Vgar-Ki come in, stealing metal-wood cutting equipment or shipments of these materials to sell to black market dealers.... I am oddly curious as to what a Vgar-Ki timber gang is.

As for highest standards of living, I would say Australia but they are different in ways I haven't revealed yet, so I would go with Asia generally. Bizarre computer overlords, alternate virtual realities, and a third three-way Chinese Civil War aside, they have the most technology and power planetside and the average citizen has access to the most services and technology.

When I mean Tech Rush, I meant a literal "get your equipment and mine some technology from ruined buildings as if it was a gold rush." California hasn't been rebuilt from the Tyxan invasion of Earth, so it's wild land with secret goodies hiding within the wilderness that was once Los Angeles, San Francisco, Sacramento, etc.
While the Earthlings now are more advanced than the System Defense Coalition, there are many electronic artifacts, patents, and lost shows/games/videos to be found and integrated back to current Earthling culture...and there are people who pay big bucks for that stuff.

Since the FSA is the second most primitive place compared to the rest of the world aside from maybe the Eurasian DMZ Administrative District, they don't have that much of an infrastructure to maintain higher technologies, they would have to rely on things that can be repaired by the user themselves with few tools or be extremely robust. So ultralight metal and composite stagecoaches would work, but not sure about robo horses and hover coaches (though hovercraft trails down the Colorado River and Columbia would make sense). As for the rest, yeah weapons of all sorts can be used since DEW weapons, especially after humans joined the Gloguk, aren't as fragile or as energy consuming as they are now and are less so than super-advanced vehicles.Thinking about the Free States of America, part of me is imagining metal & composite hover stagecoaches being drawn by robot horses. Or perhaps some sort of genetically engineered Gloguk bug-horse hybrid. And then said stagecoaches are raided by bandits with like gravitic accelerator pistols or some other Gloguk weapon & the stagecoach driver & coach messenger (perhaps in some sort of shielded operator compartment) just blows them away with a coach gun that is more like a mini grenade launcher that has multiple ammo types than a shotgun. As for why stagecoaches, well in addition to fitting the Western theme, maybe there are some issues with long-distance communication infrastructure in the FSA so some stuff has to be carried overland? Or maybe roads aren't the best so some goods have to be carried over rugged terrain? Maybe it's silly.
As for communications, yeah I can totally see stuff like that happening, since the postal service is basically underfunded to the point that they can't afford UPS trucks. Stagecoaches also have better carrying capacity than most cars and grass to feed horses and other beasts of burden is dirt cheap unless you are in the Southeast part of America, in which case solar cars and stuff are your friend. And as you said, the roads aren't as good since they have stopped being maintained after the Tyxan Invasion of Earth and the FSA government is less inclined to spend scant tax money on something that can be done by stagecoach. Not to say that there aren't roads between the more developed cities and towns, but they are more local like our bus or local train systems.
Oh yeah, Kung Fu triads and old school mafia are still around and thriving in the cities, especially in space ports and industrial centers. But now they have to compete with super designer drug-manufacturing Tyxan Cults, Casino-running Native Americans who now protect their reservations with light tanks and attack helicopters, and insane Plaid-shirted Lumberjack Guilds in Washington and Oregon State.How is organized crime here tolerated on Earth? Because with cities like Chicago & New York, I'm wondering if the weirdness of the current-era mixed in with Godfather-esque style crime families and loyalties and aesthetics could fit well together.

The West Coast is filled with sheriffs and marshals wielding portable hand cannons probably spending most of their day chasing that arch nemesis or just passed out on the saloon floor, while the East Coast has all sorts of lone and gritty detectives sometimes working with, sometimes fighting against the corporate Private Security Firms that usually turn a blind eye to their employer's deeds.And what about borrowing from Judge Dredd? Tybrids are formed from the mutations and artificial creation from the Tyxans during the Invasion of Earth. They would sometimes capture humans and give them Tyxan attributes before throwing them back into a hostile populace, mutate the sperm or the eggs so that the victims' descendants would gain Tyxan appearances and attributes, or create the fetus themselves and then fuse it into a female's womb. Tyxans can't procreate with humans or many other races for that matter, but they have used them for experimentation purposes. And Tybrids are a result of that.And finally what are Tybrids? Yeah I know they're Tyxan-Human hybrids but how were they formed? Did the evil Tyxans seduce our Earth women? Or did they come for our men here, bewitching them with their sci-fi alien babe looks? They seem to suffer from discrimination in some areas.
Tybrids had a really short lifespan during the Dark Centuries, since they were the byproduct and reminder of humanity's defeat. Many are killed outright when born and in some societies their mothers burned as witches, but regardless Tybrids continued to exist due to the Tyxan genetics at times becoming regressive until later. When the Gloguk came down and brought Earth back to some sort of civilized standards, it became illegal to outright exterminate Tybrids (since that takes away resources that could be used in exterminating Tyxans, a more galactic threat), but other than that the Aeiou leave it to the individual countries to decide how they deal with that issue. The American Federation view Tyxans as little more than second class citizens who may serve as secretaries or courtesans (or both) at best, while the Nuclear Canadians allow full citizenship but racism is still common. The Tripartite Union in South America deport whatever Tyxan they find into the rainforests of the Brazilian Defense Initiative (BDI) who pity green card them and then recruit the Tybrids in the eternal war against Gaia, and the Polish Galactic Imperium has many Tybrids in the Szlachta Court.
Whereas Tyxans look really elf-like (slanted black eyes, very hollow cheeks, super tall, etc. etc.), Tybrids look similar to common portrayals of Fae and stuff. They serve as the persecuted group of the Earthlings, made worse by the fact many feel that to feel belonged they have to join Tyxan Cults and reluctance to join the armies of their oppressors.

Terraces filled with fortifications and super forts line the Andes Mountains as the Comrades of the Confederation are eternally alert against Tyxan cultists and Vgar Ki raiders. The ancient material warehoues they raid have made their neighbors and foreign interests eyeing this communist workers' state, and in turn have caused the Syndicate Congress to be paranoid of many. Commissars maintain morale and watch for Tripartite spies with whip and pleasure gas. I have to admit this is very, very interesting.
Considering the Central and South American countries were big players in the System Defense Coalition, were the North Americans also big players in it?
I also enjoy how the MesoAmerican League are essentially Catholic Aztecs, without the nasty blood sacrifice.

How transhuman is Earth humanity here in general? I understand in a lot of places mind uploading and such is legal and allowed, along with cloning, but has that changed some things in human society? Like do most people having something akin to a cortical stack to upload them to when they get killed so they can be revived in a cloned body?
Are there governments where the "Old Guard" sit around forever because they won't die off naturally due to transhumanism?

Transhumanism is a bit common here with robot sentience, cloning, uploads, and "Ghosts". That being said, the Aeiou made sure to keep societal change from correlating with those advances in any way other than what is beneficial to war or economics.
