Humble Vigil Security and Insurance Guild

(Note: huge props to Destructionator for coming up with the basic idea behind these dudes. )

Species: Daoquillians, Lomwun, Sa'ra'hash'a'nae, Varea, and Tisheo primarily, but any citizen of an Axis nation may be employed by the Guild.
Capital World: Nominally Daoqui, but in reality almost all administration takes place on the Anvil space station.

History

The Humble Vigil Security Guild grew out of a merger between the Daoquillian Navy and a series of corporations in the days before the opening of the SMC-MW graveddy and the establishment of the Trade Axis. The Daoquillian government was falling to pieces as opposing political parties threw the good of the people to the side, focused entirely upon destroying their rivals, and the fledgling Daoquillian Republic was literally on the brink of civil war. Disgusted with their civilian leaders, most of the Admirals of the Navy renounced their oaths to the Republic, and refused to follow their orders. With the Navy loyal to none of the factions, the civil war was averted, but the government only continued to break down into splinter groups and factions.

The giants of the Republic's industry saw that they had as much to lose as anyone should the Republic fall into anarchy - maybe even more. The free market would be replaced by a black market, their products would suddenly become unaffordable, and employees would stop coming to work to protect their families and communities or to join militias or gangs. Seeing such a future ahead of them, they approached the Navy with a partnership - the corporation would unite the Daoquillian people again, replacing the failed Republic with a new government, and the Navy would act as the peacemakers and lawgivers. Of course, this was a pretty obvious power grab on the corporations' part, but the Navy knew they couldn't save the Republic save by instating law and order, so they chose to side with the lesser of two devils.

The gambit worked - the Republic died with a whimper rather than a bang, and with minimal bloodshed as the Navy moved in and either arrested or impressed the various militias and rebels, and the corporations used their massive media network to reach out to the people and unite them once again, promising a way out of the troubled times if they would only trust the corporation who had provided for them for more than two centuries. However, after stability returned to Daoquillian space, the Navy sat down with the Corporate Court, the new defacto government, and told them in no uncertain terms that they were not going to be the Court's employees, that their mission was still the protection of the Daoquillian people, not the corporations' profit margins. The Navy managed to attain a permanent justice seat in the Court, alongside eight of the largest corporations, and the Navy was given a free reign to act as they saw fit in most matters, aside from declarations of war. Over the next hundred years, the Navy itself evolved into a corporation, re-naming itself the Humble Vigil Security and Insurance Guild.

When the Magellan Trade Axis was formed after the SMC-MG graveddy went active, Humble Vigil expanded its operations and became a transnational company, offering its services to all Axis member nations in the form of contracts to protect, insure, and if absolutely necessary, act as a military force should any power, in the Milky Way or the Small Magellanic Cloud, declare war on the Axis. Being one of the largest space navies in the Small Magellanic Cloud, their sheer numbers, technological superiority, and experience in fighting pirates and even the navies of other countries meant the Axis was glad to accept the offer, and soon freighters and starliners from all over the Axis were coming and going from the Milky Way, escorted by Humble Vigil ships.

Humble Vigil has four Departments: Security, Insurance, Warfare, and Client Affairs. Security covers customs service, working against smuggling and contraband, and occasionally acting as liaison to local police forces. Insurance collects payments from various governments and private corporations, and inspects claims to see if a client is due for a reimbursement, or has just cause to sic the Warfare department on someone who injured the client in some way. The Warfare Department is more or less self-explanatory. Client Affairs deals with the various Axis nations that have a contract with Humble Vigil, keeping them happy and paying, and actively seeking out new clients.

Hey, this is great. The idea of a Navy having had a seat in government is pretty cool, as well as it basically changing into a large and well-equipped privateer guild. I'd love to see how you flesh this out.

Just a clarification, though. In the species section, are "Lomwui" supposed to be Lomwun? It seems close enough that it might be a typo.

Yep - I was pretty sure I had it right so I didn't double-check, but that just shows what happens when you assume, eh?
